Adopting a dog from SPCA Hong Kong: the realistic 2026 walkthrough

The Society for the Prevention of Cruelty to Animals (SPCA) is Hong Kong’s oldest and largest animal-welfare charity (registered charity 91/62). It is also the only major rehoming body that requires you to be a paid member before you can take a dog home. That’s the single biggest thing to know before you start.

Where to go

SPCA runs three adoption centres plus a fourth “Adopt-a-Pet” annex, all on its SPCA Centres page:

• Hong Kong Centre (HQ) — 5 Wan Shing Street, Wan Chai. The largest adoption area, welcomes ~20,000 visitors a year. The same building houses the 24-hour Animal Hospital (2232 5555).
• SPCA Jockey Club Centennial Centre (Tsing Yi) — 38 Cheung Fai Road, Tsing Yi. The new 93,000 sq ft flagship, with the largest animal hospital in the New Territories and an “immersive classroom” on welfare.
• Kowloon Centre — 105 Princess Margaret Road, Kowloon.
• Sai Kung Adopt-a-Pet Centre — 65 Man Nin Street, Sai Kung. Reopened in 2025 after a layout rebuild.

The Hong Kong Centre is the busiest for dogs; Tsing Yi carries the largest overall animal volume and is the easier drive from the NT.

The 7-step process

From the SPCA Adoption Process page:

1. Visit. Bring every household member, including helpers. It materially increases approval odds.
2. Apply. Your information is used internally only.
3. Match. SPCA prioritises the animal’s best interests. Expect questions on housing, family, existing pets, experience, time, breed, character, and your interaction with the animal during the visit.
4. Assess. You will be asked for proof of address and supporting documents. SPCA may send a welfare team for a home inspection. If you have a dog at home, you may be asked to bring it in for a meet-and-greet.
5. Decision. SPCA emails successful applicants only. If you don’t hear back within 7 days, treat the application as unsuccessful. If they leave a voicemail, call back within 24 hours — otherwise they move on.
6. Adoption. Allow one to two hours for the procedure. Pick up the animal by appointment within the agreed window, or the application is cancelled.
7. Right to final decision. SPCA’s decision is final; they can refuse or suspend any application.

Membership first

SPCA explicitly states that only members can adopt dogs or cats. Joining at the time of adoption reduces the life-membership fee (SPCA lists HK$2,500 reduced from HK$2,800 for life membership, and HK$4,000 reduced from HK$4,500 for life family membership). Pocket pets can be adopted without membership.

Adoption fees

From the SPCA fees section:

• Dogs: from HK$1,800; with first-time-membership discount on Life Membership.
• Cats: from HK$1,500.
• Pocket pets / birds / reptiles / exotics: from HK$50–$400.

A HK$ desexing deposit applies if the animal leaves SPCA un-desexed — refunded on proof of surgery.

Other conditions to know

• Adopters must be 21+ with a valid HK ID. Parents or guardians living at the same address may adopt on behalf of those under 21.
• Housing Authority regulations apply. Documentary proof of address is required before adoption; in some cases a home inspection or written confirmation from housing management is required.
• Desexing is the default. SPCA does not place un-desexed animals without a deposit.
• English text prevails in any dispute.

Where dogs come from at SPCA

SPCA runs its own Inspectorate (24-hour emergency hotline 2711 1000) plus a network of foster parents and admitted surrenders. You’ll see surrendered family dogs, AFCD transfers, and a small number of stray pickups. The mix is quieter than pure strays like SKSF or HKDR, so if you want a more “settled” dog to start with, SPCA is the friendlier bet.
