Dog-friendly parks in Hong Kong

A 24-hour waterfront stretch running through the old Kennedy Town / Western Harbour reclamation area, with a small pet corner where dogs can be off-leash alongside the promenade walk. Sheltered seats line the way so it stays comfortable in drizzle, and the loop ties directly into the University of Hong Kong and Sands Street lookouts via a level walkway. Best for late-evening walks — cool breeze, harbour lights, and almost no traffic.

Harbourfront promenade

A two-kilometre fully-fenced harbourfront promenade running between Central and Sai Ying Pun, with a wide turf lawn made specifically for off-leash dog play. The promenade hosts Lunar New Year fireworks, art fairs and summer concerts, but the pet-friendly turf section is open 24 hours and stays relatively quiet outside event days. Hand-wash stations and dog excreta bins are dotted every couple of hundred metres, and there's a dedicated dog latrine section between the post office and the Shing Tak Centre lookout.

Harbourfront promenade

A wide-open grass-and-boardwater park hugging the western side of Telegraph Bay, with a pet-friendly mall and The Barkyard grooming salon right next door. Dogs are leashed on the main promenade but there's a designated off-leash turf area near the seawall, plus water taps and shaded lawns by the trees. The lawn is one of the few dog-friendly waterfronts that genuinely tolerates fetch on a long lead — best before 11am in summer when shade still holds out and the harbour breeze cuts the heat.

Municipal park

A 3,000 sq ft dedicated pet garden tucked into Quarry Bay Park, with a stone-and-grass mosaic that protects dogs' paws in summer heat. The wooden boardwalk runs alongside the harbour from Quarry Bay through to Taikoo Shing, so you can walk a couple of kilometres past the high-rises to the Aldrich Bay pavilion while dogs sniff every post. A favourite for Eastern district residents because it gives you both a fenced dog area and a real-leash waterfront without crossing any major roads.

LCSD pet garden

Tamar Park sits between Pacific Place and the Legislative Council complex, with two large circular, fully-fenced dog enclosures where small and large breeds can be off-leash on real grass. Since the LCSD added the pet-park to the harbour promenade in 2021, you can walk your dog continuously from the AIA Ferris Wheel all the way to Central, taking in the harbour breeze. Pair a morning visit with coffee at the Tamar café or the floating-platform lawns.

Perched at the summit of Victoria Peak above Central, this Chinese-style garden with a Victorian pagoda is open 24 hours and dog-friendly throughout. Walk up the Morning Trail from Hatton Road to let your dog off-leash in the historic garden and along the harbourview path, then continue along the Peak Circle Walk for a longer loop. Best at sunrise or sunset for the skyline photos, and always much cooler than Central during summer.

Municipal park

Largest dedicated dog park in Kowloon, with full agility equipment including railings to slalom around, hoops to jump through, raised balance beams, and other obstacles that turn a sniff walk into a real workout. The garden is fully fenced in tidy gates and gravel paths, with shade trees at the edges, a human bench shaded by a pavilion, and a temporary mobile toilet that LCSD keeps stocked up. Pair with a coffee at nearby Lai Chi Kok or a stroll through the Sham Shui Po street art trail on Castle Peak Road.

Built on the southern end of the decommissioned Kai Tak runway, this waterfront park combines aviation nostalgia with a dedicated dog off-leash area set against the harbour. The lawn where dogs run is on real grass that drains well after rain, and there's a protected pet-garden section with water taps, benches and waste stations. The runway-end observation deck offers dramatic views across Kowloon Bay and the Lei Yue Mun strait, especially around sunset.

Five minutes from the Kwun Tong waterfront, this pet garden pairs a flat concrete area with grassy lawns, dog drinking fountains, waste bins and a couple of low balance beams to keep clever breeds mentally challenged. It's an easy add-on to a sunset walk along the promenade, especially when the air-conditioned APM mall is waiting at the end for an ice-cream reward. Open 24 hours and brightly lit at night, which makes it the easiest evening option for Kowloon East dog owners.

Sprawling 100-acre waterfront lawn carved out of the West Kowloon reclamation, with sweeping Victoria Harbour views from Art Park, M+ and the canopy. Dogs are on-leash across the main lawns but there's a fenced Pet Zone at the northern edge of the park, equipped with waste bins, water taps and high gates suitable for large breeds and jumpers. Pair a sunset visit with sunset at the harbour steps, then walk the dog back past the Xiqu Centre lawn, or join the morning joggers along the cycle track.

A purpose-built pet garden split into two fully-fenced areas — one for small breeds, one for larger hounds — making it the safest Tsing Yi option for new dog owners. The garden sits inside the larger Cheung Wan Street Rest Garden, which also houses a children's playground, three pavilions, nine arbors and benches for parents and paw-rents alike. Pack snacks and a picnic mat and you'll easily spend a whole morning here.

Often called the 'green lung' of Hong Kong, Penfold Park is a 20-acre grass-and-lake dog-friendly expanse tucked inside the Sha Tin Racecourse grounds. Three man-made lakes attract overwintering migratory waterbirds, picnic tables dot the lawn, and there's a small children's playground so families can stay together. Managed by the Hong Kong Jockey Club on non-race days, the park holds its place as the largest pet-friendly open space in the SAR and feels half-empty outside weekends.

Privately managed

A compact, fully-fenced pet garden adjoining the Tsuen Wan Promenade, just a few minutes from Tsuen Wan MTR via the Central–Western District waterfront path. The circular courtyard makes it easy to spot your dog at all times, which makes it the easiest NT option for first-time socialisers or smaller, more cautious breeds. Hand-wash stations and waste-bag bins are well-stocked by LCSD; the wider promenade right outside has benches looking straight out at the Rambler Channel.

Sits next to the Tseung Kwan O South Waterfront Promenade and is split into three fully-fenced enclosures — one small-dog area, one for large dogs, and a third shared zone for confident socialisers. The garden has its own pet shower, rain shelters, benches and water taps, plus direct access to the waterfront promenade if you want to extend the walk. Popular with Sai Kung dog parents because it scales easily from a quick 20-minute leg stretch to a full two-hour outing.
